A recent update of the MystCraft mod has added a new feature, supposedly for stability reasons. It can cause high CPU usage, TPS drop and lag to any MOD pack using MystCraft. This includes FTB Infinity and DireWolf, as well as many others.

When a world is loaded for the first time, the mod will scan the entire world folder once in order to 'parse' it. This parsing can take 20 minutes  to an hour or more, depending on the size of the world. Once it is done, CPU usage will return to normal. If the mod is updated, it will have to parse the entire world once again.

You can either disable the mod (rename it to .disabled) or just let it do its thing. If your server has limited memory (1.5GB or less), you will want to disable the mod to prevent crashing out of memory.
